The BDPA Twin Cities Foundation, a 501(c)(3) nonprofit organization (Tax ID 26-2416641), fuels the programs and partnerships that prepare students for success in information technology, data science, and digital innovation.
Founded in 2008, the Foundation provides the structure and support needed to sustain BDPA Twin Cities’ mission: to educate, empower, and elevate the next generation of IT professionals and leaders.
Through grants, donations, and community partnerships, the Foundation ensures that our youth programs remain free, accessible, and high-quality. Every contribution helps us reach more students, expand resources, and continue bridging the opportunity gap through exposure, mentorship, and hands-on learning.
Our purpose is simple — to build lasting pathways for success in technology while strengthening the communities we serve.

Fredrick Blocton leads operations as Secretary of the BDPA–Twin Cities Foundation. As President of UpNet, Inc., Fredrick blends technical know-how with nonprofit leadership to ensure program alignment, board communications, and strategic planning stay on track. His commitment to mentoring and systems development has helped position BDPA as a vital tech education resource in the region.

Aaron Young serves as Vice President of the BDPA–Twin Cities Foundation, contributing his extensive experience in public-sector technology strategy. His leadership at the Minnesota Department of Human Services informs his approach to digital transformation, community impact, and inclusive tech workforce development.

Dorothy Richburg was a visionary leader whose warmth, intellect, and generosity shaped the heart of BDPA Twin Cities. As Vice President of Strategy and Planning, Dorothy played a central role in advancing the organization’s mission to connect, educate, and empower youth and professionals in technology across Minnesota.
Alongside her husband, Joseph (Joe) Richburg, Dorothy co-founded Keystone Technical Services, LLC, a Maplewood-based information technology solutions company that grew to employ more than 160 professionals across seven states. Under her leadership, Keystone partnered with major Minnesota corporations — including General Mills, 3M, and Medtronic — while maintaining a deep commitment to mentorship, professional development, and community engagement.
Dorothy’s career reflected both excellence and empathy. Known for her kindness and ability to make everyone feel valued, she inspired countless students and professionals to pursue careers in technology. Her influence reached far beyond business — she built bridges, created opportunities, and modeled what it means to lead with purpose and heart.
Her contributions to BDPA Twin Cities continue to guide our chapter’s vision today. The corporate sponsorship and youth scholarship initiatives she helped establish remain core pillars of our community outreach and programming.
Dorothy’s legacy lives on through her husband, Joe Richburg, who continues to serve on the BDPA Twin Cities Board of Directors as Chief Financial Officer, and through every student, volunteer, and partner touched by her belief that technology can transform lives.
We honor Dorothy’s life, leadership, and lasting impact — and carry forward the spirit of service she embodied every day.
